This document sets out the appraisal work that has been undertaken since the States Assembly confirmed the site choice in December 2016:

It is made up of five sections:

The Strategic Case: which sets out the overall context for the project. It covers further project developments, the case for change and sets out the key issues addressed by the project
The Economic Case: sets out the process followed in economically evaluating the agreed options and confirms the Option that delivers the greatest value for money;
The Commercial Case: this sets out the nature of the delivery process and confirms the specific contractual and procurement arrangements to be put in place to deliver the Preferred Option;
The Finance Case:  this sets out the financial position of the Preferred Scheme – how will it be paid for and is it within budget
The Management Case: this details how the delivery of the Preferred Scheme will be managed

Title: Environmental Impact Assessment (EIA)

An open exhibition about an Environmental Impact Assessment (EIA) of the Future Hospital took place at Church House, St Helier on Thursday 18th and Friday 19th May 2017.

Planning regulations require an EIA to be undertaken on proposed large-scale developments. This is to assess the potential effect on the surrounding area while building work is in progress.

Following the decision to build a new hospital on part of the existing site of Jersey General Hospital, an application seeking outline planning permission is being prepared. With a project of this scale there is a lot of information that has to be gathered to support the application.

Environmental Impact Assessment (EIA)


Title: Stakeholder Workshop presentations

These presentations were delivered to members of the voluntary sector who attended a workshop in November 2016. The event advised stakeholders how they could get involved in shaping the Future Hospital. The aim of the workshop was to gather stakeholders’ greater knowledge of local conditions and opinions on matters that interested them.  We are developing a hospital for the whole island and we want to speak to as many people as possible about their ideas for their hospital.

This addendum to the Site Options Appraisal dated September 2015 has been prepared by Gleeds Management Services as the Lead Advisor to the Future Hospital project to include a review of the re-provision of amenities associated with Option E – 100% new build at People’s Park.

The amenity re-provision measures considered in this report were:

  • The acquisition of Gas Place and development of proposals for its use as a public park;
  • The development of proposals for the reuse of the Jersey General Hospital site as a mixed use park and residential area;

Title: Future Hospital – Change Request 021 – Updated Site Options Appraisal to include Site Option E – People’s Park

Issue date: September 2015

This ‘updated’ Site Options Appraisal has been prepared by Gleeds Management Services as the Lead Advisor to the Future Hospital project to review an additional site to the four options reviewed in April 2015.  This additional option was Option E – People’s Park. This report sets out the appraisal findings for all five site options and establishes which site option was considered to perform best when compared on a like for like basis.

This Site Options Appraisal was undertaken by Gleeds Management Service as the Lead Advisor to the Future Hospital project to review the viability of four site options proposed for the location of the new acute general hospital.

The four options considered were:

  • Option A – Dual Site (Existing General Hospital and Overdale) – New Build and Refurbishment Option
  • Option B – Overdale Site and adjacent property – 100% New Build Option
  • Option C – Existing General Hospital Site and adjacent property – 100% New Build Option
